CIVIL DEFENCE
1 Civil Defence connotes the performing of humanitarian tasks, intended to protect the civil population against the danger and to help them recover from immediate effect of hostility of natural disasters and also to provide the conditions necessary for survival.
2 The concrete objectives of this organisation are to (i) save life, (ii) minimize damage to property, (iii) maintain continuity of production, and (iv) boost the morale of the people during hostilities. It is organised as an integral part of the defence of the country. It is, however, a voluntary organisation.
3 There are but a limited number of Civil Defence units in Orissa. They are at Bhubaneswar, Rourkela, Paradeep, Koraput and Talcher. During the year the various kinds of training was imparted to Civil Defence Volunteer as below :

4 The 739 Civil Defence Volunteers have earlier been trained to save lives during the floods and cyclones.
5 Civil Defence Volunteers had helped either to implement or to celebrate the World Red Cross Day, Utkal Divas, Pulse Polio Immunisation Programme, Independence Day, National Malaria Eradication Programme and such other socio-economic programmes, they were called upon to contribute for. Shri Swadhin Panda, Shri Jyoti Ranjan Mohapatra, Shri Ganesh Barik, Shri Sanjeeb Kumar Mishra, Shri Gyanendra Kumar Das and Apurba Mohan Pattanaik, Civil Defence Volunteers of Rourkela, Bhubaneswar, Talcher and Koraput were awarded President’s Medal on Independence Day, 2005.
