MODERNISATION OF STATE POLICE FORCES

1               The Orissa Police is modernizing fast with the construction of large number of residential and non-residential buildings and acquisition of modern equipments. The State Forensic Science Laboratories are also being equipped with the modern and latest equipments.  During the year 2005, the buildings for 9 Out Posts, 9 Police Stations, 4 offices in State Police Academy, 2 Reserve Offices, Special Intelligence Wing (first floor &second floor), one Traffic Tower, 2 Forensic Science Laboratories, Canine Breeding Centre and 286 residential quarters have been constructed.  

 

2          The major expenditure in 2005 for purchasing the various kinds of equipments have  been described in succeeding paragraphs.

 

3             An amount of Rs.107.27 lakhs has been spent towards purchase of different equipments of the State Police, like, Global Positioning System, Dial 100 call system. An amount of Rs 952.40 lakhs has been spent for acquiring sophisticated  arms like AK-47 Rifle, Glock Pistols, Machine Pistols, 9mm Auto Pistols, 9 mm Carbine, 5.56mm INSASLMG, Snipper Rifles, 51mm Mortars etc. To strengthen the mobility and fleet of Orissa Police, an amount of Rs. 934.40 lakhs has been spent during 2005 for purchase of Heavy Vehicles, Medium Vehicles, Light Vehicles, Riot Control Vehicles, Accident Recovery Van, Bullet Proof Cars with Bullet Proof Tyres, Bomb Truck Trailor, Water Tankers etc. An amount of Rs.34.26 lakhs has been spent for purchase of Communication Equipments like, VHF Transreceivers, HF Transreceivers. The Home Department have also upgraded the Training Resources,Traffic Control Equipments, Finger Print Bureau, Photo Bureau and the  State C.I.D. In order to strengthen the VIP security and intelligence gathering, an amount of Rs.165.46 lakhs has been spent towards purchase of sophisticated equipments and light weapons like, Glock Pistols, Machine Pistols, Real Time Viewing System, Optical Fibrescope, Water Canon, Fabrication of Bomb Trucks, Digital Video Cameras etc.


4       FORENSIC SCIENCE LABORATORIES ( F.S.Ls )

                         There is a State Forensic Science Laboratory at Rasulgarh in Bhubaneswar and        two Regional Forensic Science Laboratories at Berhampur and Sambalpur. These undertake                        the forensic examination of all the exhibits collected from the scenes of  crime/ victims/ accused/deceased and submit their report to the concerned Courts. The Forensic Scientists also impart training to the Police Officers and Medical Students on the functioning and utility of Forensic Science in criminal investigation    and justice delivery system. During the year 2005, the 7761 exhibits were examined .The State Forensic Science Service has been organized in seven specialized Divisions. These are Physics, Ballistics Chemistry, Toxicology, Biology, Serology and Lie Detection. 

 

5      COMPUTER :

             Computerization of Criminal Investigation System was started by the National Crime Records Bureau under the Central Plan in the year 1994.  Computers were  provided  to the State in   the year 2000, which were distributed to  all the 34 Police districts and State Crime Record Bureau . They have the facilities to inter-connect with dial up through telephone lines.   All the Photo Officers of D.C.R.Bs have been trained at S.C.R.B. on Portrait Building System to enable them to draw portraits of the Criminals on Computers in their districts.
