MODERNISATION OF STATE POLICE FORCES

1 The Orissa Police is modernizing fast with better skill formation, mobility, construction of large number of residential and non-residential buildings and acquisition of modern equipments. The State Forensic Science Laboratories are also being equipped with the modern and latest equipments.

2 During the financial year 2006-07, the size of the Annual Action Plan for modernisation is Rs.30.67 crores. Government of India was to release Rs.23.00 crores as Central Assistance directly to the implementing agencies and the State has to provide matching contribution of Rs.7.67 crores on 75:25 basis. Out of this, an amount of Rs.20.58 crores have already been released to the implementing agencies (i.e. Rs.11.53 crores to OPH&WC and Rs.9.05 crores to OFB) by Ministry of Home Affairs. The Annual Action Plan amounting Rs.30.67 crores on the following components has been approved by Ministry of Home Affairs. The details are given below.

3 The allocated amount is being expended towards improving the mobility of the State Police by procurement of new vehicles, acquisition of advanced weaponry, improving communications including implementation of POLNET, acquisition of new techniques for crime detection, acquisition of advanced equipment for forensic examination, acquisition of modern equipments for bomb detection and disposal and anti sabotage check, acquisition of modern equipment for general police and construction of Non-Residential and Residential buildings urgently required by the State Police.

 4     FORENSIC SCIENCE LABORATORIES ( F.S.Ls ) :

                         There is a State Forensic Science Laboratory at Rasulgarh in Bhubaneswar and        three Regional Forensic Science Laboratories at Berhampur, Sambalpur and Balasore. These undertake  the forensic examination of all the exhibits collected from the scenes of  crime/ victims/ accused/deceased and submit their report to the concerned Courts. The Forensic Scientists also impart training to the Police Officers and Medical Students on the functioning and utility of Forensic Science in criminal investigation    and justice delivery system. During the year 2006, the 46,367 exhibits were examined .The State Forensic Science Service has been organized in seven specialized Divisions. These are Physics, Ballistics Chemistry, Toxicology, Biology, Serology and Lie Detection. Forensic Science Awareness week has been observed from 31.12.2006 to 06.01.2007. Eminent Scientists from S.C.B. Medical College, Cuttack, Utkal University and O.U.A.T., Bhubaneswar were invited to deliver their valuable inputs on Forensic related topics in the present crime scenario.

5   COMPUTER :

    Computerization of Criminal Investigation System was started by the National Crime Records Bureau under the Central Plan in the year 1994.  The Orissa Police has implemented National Scheme of Computerized Crime Criminal Information System fully in 34 Police districts by providing new systems in June, 2006.  They have the facilities to inter-connect with dial up through telephone lines.   All the Photo Officers of D.C.R.Bs have been trained at S.C.R.B. on Portrait Building System to enable them to draw portraits of the Criminals on Computers in their districts. The total data entered in the District in respect of Crime Criminal System is 17,01,794. The National database maintained at NCRB has been provided with 17,01,794 data. All the data had been sent to NIC to host on the web for information of general public. To facilitate inter-section office automation of the Police Offices, 34 districts, 9 Battalions and 17 Heads of Police Establishments have been provided with LAN and additional Computers. In the National Schemes of Computerising Police Stations, the Government of India has provided 5 computers each to 45 Police Stations under 5 (five) districts namely Angul, Khurda, Cuttack, Puri and Ganjam. The Common Integrated Police Application developed by NIC, Government of India needed lot of customization in the Orissa context. Once it is customized the CIPA Software would seamlessly integrate with  the manual system of Police Station working as prescribed under rules in Police Orders, Police Circular Orders and Police Manual Rules and certain new format useful for Police Administration.

     The modernisation of prisons was started from 2002-03 and continued up to 2006-07. Under the scheme of Modernisation of Prisons, the Government of India and Orissa contribute annually a sum of Rs.21.47 crores in the ratio of 75: 25. The details of projects taken up in last 3 years and completed or nearing completion are as follows:

6 13 Nos of New Sub-Jail, 14Nos of Additional Wards, 275 Nos. of Septic Latrines, 20 Nos of Water Supply Projects and 327 Nos of Staff Quarters have been completed during the year 2006.

     In the year 2006-07, construction of 1 new Sub-Jail at Patrapur  has been taken up. Apart from this provision has also been made during 2006-07 for shifting of Sub-Jails at Kendrapara and Nayagarh . For development of living condition of Jails and to minimise the overcrowding, 21 Nos of  New Sub-Jails with 6300 living accommodation, 59 Numbers of Additional Wards with 4225 living accommodation, 595 Nos. of septic latrines, 714 Nos. of Staff Quarters and 45 Nos of Projects for water supply have been taken up at a total cost of Rs.107.40 crores including current year’s provision of RS.21.52 crores.

     In the reform activities for jail inmates, the daily diet for the prisoners have been enhanced to Rs.34.00 and Rs.35.00 for the Under Trial Prisoners(U.T.Ps) and Convicts during the year 2006. Special provision for expectant female prisoners and the children accompanying female prisoners has been made adhering to the guidelines of Hon’ble Supreme Court of India.

9        HEALTH CARE AND MEDICAL TREATMENT OF PRISONERS           

     There are 326 beds available in 34 Jail Hospitals of the State. The biggest hospital is in Choudwar jail, followed by Berhampur, Baripada and Sambalpur jails. The Bhubaneswar Special Jail too has 20 beds. New hospitals will be established in each of the 21 new sub Jails under construction. 

     The Prison Department takes the help of the hospitals of Government of Orissa and the specialized programmes like (Leprosy, Filaria, AIDS, TB, Cancer etc.) for the treatment of        sick   prisoners.  The children of prison inmates are also getting the preventive medicines. The Psychiatric prisoners are also being treated with care and medicines.

       Expenditure of Rs.68.00 lakhs (Sixty eight lakhs) was incurred on the medicines and treatment of the prisoners during the year 2006-07. An amount of Rs.4.50 Lakh has been incurred for three prisoners who are suffering from Cardiac problem for their treatment at Kalinga Hospital.

10      EDUCATION IN JAIL :

         Regular teachers are available to educate the illeterate Prisoners at Dist.Jails 37 sets of Text Books of Class-VIII,Class-IX & Class-X have been purchased at a total cost of Rs.30,000/- for facilitating the inmates to educate in Jails. Better facilities have also been extended to the prisoners for higher studies through IGNOU. During the year,2006-07, One prisoner, Sri Pravat Chandra Swain has appeared M.A. Examination and 4 Prisoners are going to appear H.S.C.examination. All these 5 prisoners are of Circle Jail, Choudwar. Total literacy programme has been taken up in all Jails with help of S.R.C.

9       INDUSTRIES IN JAILS:

Industrial units in 24 Jails are functioning. Prisoners are undergoing training and are being engaged in production. During the year, 2006-07, a production-cum-Training center has started functioning in Biju Pattnaik Open Air Ashram at Jamujhari. Prisoners have started production of phenyle, Agarbati, Moulded Khali Plate and Cup, Gamuchha, Durry, Bed-sheet, etc. All the prisoners are getting incentive. During the year 2006-07 (till October, 2006), different types of products cost Rs.9,06,000/- have been sold to public and products of Rs.7,06,283 have been consumed by the prisoners internally. Besides, an exclusive unit “ Ready to Eat” has been set up at Spl. Jail, Bhubaneswar where Chhatua is being produced by female prisoners and supplied to Anganbadi centres. In Open Air Prison a cooperative society has been formed taking 40 prisoners. They are being trained and certificate will be issued by the Small Scale Industries organisation. This will help in rehabilitation.

10     RELIGIOUS AND SPRITUAL PROGRAMMES:

        For promoting mental peace and improving  moral consciousness of prisoners some of the N.G.Os.  are conducting  ‘Yoga’ classes, meditation, religious,spiritual,moral discourses in different  jails. Bhajans and Kirtans are also being organised. The prisoners are  allowed to visit temples, mosques and churches  on some festive occasions. “Prajapita Brahma Kumari Iswariya Viswa Vidyalaya” is conducting regularly the spiritual discourses and “Rajyoga” course in 23 Jails. This year some prisoners have attended the Bhol-Bum.

11    CULTURAL PROGRAMMES :

        All important festivals of all the religions, like, ‘Dasahara’, ‘Raja’, X-Mas,’Idul-Fitre’, ‘Ratha Jatra’,  Rakhya Bandhan are being celebrated by the inmates of jails. The National festival like ‘Independence Day’, ‘Republic Day’ and ‘Utkal Divas’ are also being observed for the awareness of the inmates. On these occasions, the sports competitions and cultural programme are being organised for participation by the prisoners, only. Drama, Sangeet Samaroha, melody programmes, dance, ‘palla,’ song  recitations etc. are also being organised for their entertainment. The prisoners have been provided with the facilities for Indoor Games like, Chess, Ludo, and Carrom Board. Outdoor Games, like, Volley Ball, Kabadi, Cricket etc. Special sports meets are also being organised on different occasions, both inside and outside the jail premises. T.V.s have been provided for their entertainment. Library books, periodicals, daily news papers and journals are also available for use by the prisoners.               

12       Open Air Ashram :

      The Open Air Jail, Jamujhari has been declared as Biju Patnaik Open Air Ashram vide Home Department Notification No.25676 dated 6.6.2005.  There are 73 convicts currently lodged in this jail.   This is an unique experiment in the State. Various agricultural, horticultural and industrial activities have been launched in this jail to keep them gainfully engaged.

       Arupa Mission, an N.G.O., has adopted this open air jail. They have provided solar electricity for operating irrigation pumps and lighting and renovated the prison wards providing with all the amenities.  They are also marketing the products of Jail.   They helped in planting large number of flower and fruit bearing plants.  Jatropa has been planted to produce bio-diesel.  They have also provided books for the Library and some amenities for recreation.

          The open Air Ashram prisoners visit local hospitals and local temples to voluntarily clean  the premises.

13       Rehabilitation of Prisoners :

             During the year 2006, five families of prisoners belonging to BPL category, have been sanctioned Rs.2,000/- each for various vending shops, tailoring shop etc. Another released prisoner, Budhia Murmu has been provided with a Diesel Pump set with accessories for cultivation of his own land.

14      Prisoner’s leave, release & Remission :   

           In 2006, the 70 convicts have availed parole leave.  79  convicts have been released prematurely upto November 2006.  92 Convicts have been sanctioned furlough leave (14 days) during the year.

            Legal Counseling is being provided to the prisoners through various District Legal Aid Advise Committees and the State Legal Aid Cell.
